To serve as a polling station scrutineer, it is essential to be registered in the list of eligible individuals. The appointment of scrutineers occurs during electoral consultations, managed by the Municipal Electoral Commission, and is announced through an official notice.
Registration Methods
Interested individuals can submit their application for registration in the Scrutineers’ Register from October 1 to November 30 each year. Once registered, citizens will remain on the list until they no longer meet the required criteria or submit a justified request for removal.
Registration Requirements
To be included in the Scrutineers’ Register, certain criteria must be met:
- Must be a voter in the municipality.
- Must have completed compulsory education.
It is important to note that certain categories are excluded from the possibility of registration, as established by Articles 23 of the Consolidated Law 570/1960 and 38 of the Consolidated Law 361/1957. The exclusions include:
a) Individuals over the age of seventy on the date of the elections.
b) Employees of the Ministries of the Interior, Post and Telecommunications, and Transport.
c) Members of the Armed Forces on active duty.
d) Provincial doctors, health officers, and district physicians.
e) Municipal secretaries and municipal employees assigned to electoral offices.
f) Candidates in the elections for which voting is taking place.
Removal from the Register
Any registered citizen has the right to request removal from the Register for serious and justified reasons within the month of December. The request must be made by filling out a form available at the electoral office.
Data Update
To ensure effective communication in case of appointment as a scrutineer, it is recommended that already registered citizens provide the electoral office with updated contact information, such as phone number and email address.
